Amendment 227 would require review and publication of a report within 12 months, setting out what measures might be taken to reduce the level of toxic materials in new buildings. I am grateful to the noble Baroness, Lady Bennett, for drawing the Committee’s attention to this important issue. Happily, I can say that we already have a considerable armoury of regulatory measures that help ensure people’s safety and health and safeguard the environment from toxic chemicals. Building regulations establish minimum legal performance standards for the design and construction of new building work. Building regulations may apply when somebody is putting up a new building, making material changes to a building, extending an existing building or altering building services.
