Can the Minister explain? I do not understand why he has not referred to the intended provisions of new Clause 12D(10) describing the content of a spatial development strategy. The Government are proposing that: “A spatial development strategy must be designed to secure that the use and development of land in the strategy area contribute to the mitigation of, and adaptation to, climate change”. Can the Minister not say with some certainty that the effect of that would be to ensure that mitigation and adaptation to climate change do form a central part of plan-making?
