My Lords, I want to make a brief comment. I very much sympathise with the thrust of this amendment, but I am anxious about the term “members of the public”. Those noble Lords who sit on a planning committee will know that there are decision-makers—the councillors who sit around the table—who will ultimately pass judgment one way or the other on the application. As I understand it, the amendment would contemplate that those decision-makers would be in the room and then members of the public outside, watching remotely, might contribute. Is it the intention of the noble Baroness, Lady Thornhill, that special participants, who are not members of the public but also are not decision-makers, will be able to contribute from outside the room? The people I have in mind are local members, for example, local parish council members, or the local neighbourhood group, who have special status in the sense that they are consultees. While I can see that the decision-makers need to be in the room and members of the public might be outside, perhaps the noble Baroness could help us by saying what would be the status of these special people—the local member and so forth—who may be members of the council but not decision-makers.
