I agree entirely with my hon. Friend, although I think the Government should go further in relation to visitor numbers, because the current proposals look only at day trippers. I will come on to that issue a little later in my speech. We know that place matters. A recent report from the Resolution Foundation found that one third of pay differences between labour markets stem from the places themselves, not the people who live there. That should be a wake-up call for all of us. There are several interrelated pressures driving this deprivation that are not adequately currently reflected in Government assessments of need.
