I am grateful to the noble Baroness and the noble Lord for their interventions. “In general” is a well-known phrase; it is used in the 2002 Act and in this subsection. If one is to imagine a Secretary of State taking a decision, it has to be a generalised decision. It has to take into account a general view of whether that country, or part of that country, is safe. In answer to the noble Baroness, Lady Hamwee, I would say what the “part of a country” aspect allows the Secretary of State to do is to specify in the list—which is an evolving list—whether one part of the country is safe. In light of everything that has been said—I am grateful for all the thoughtful contributions from across your Lordships’ House—I beg leave to withdraw the amendment.
