The Minister referred to 2014 as the last time that the threshold was examined. She said that, because there had not been an increase since then, an increase from £6.5 million to £15 million would be appropriate. As there is no impact assessment and no formal guidance is going to be issued as a consequence of this SI, I ask the Minister: why was £15 million was decided upon, as opposed to another number that would have reflected inflation since 2014, or some other reason? It is very difficult to understand that because there is no impact assessment.
