94D: After Clause 28, insert the following new Clause—
“GEMA: funding constraints based on planning consentIf an electricity project has not received planning consent, the GEMA must not grant or consider any grant—(a) of Early Construction Funding, or(b) relating to Accelerated Strategic Transmission Investment.”
