The Act referred to in Amendment 91 is from 1962, which, obviously, was before we even imagined the idea of carbon capture and storage. The world has moved on and changed. This amendment concerns where we have compulsory purchase orders in place. Clearly, there was an attempt to update this with Section 12A, but it is clear that legal commentary and recent legislative developments indicate a recognition that an extra layer of special parliamentary procedure is unnecessary and potentially obstructive to our CCS development and projects. We support the noble Lord on this amendment. We think that this issue could further delay and slow down projects.
