I thank my hon. Friend for that really important question; she makes two points that are critical. One is the time it would take to get to a zonal pricing system, and the second is the arbitrary nature of who would benefit and how, and the cost differentials. I think we can see that there would be a great sense of unfairness about that. She is also absolutely right that the choice is not reform or no reform; the choice is: what kind of reform? That is what reformed national pricing is all about. Above all—my hon. Friend the Member for Northampton South (Mike Reader) referred to this—this is about getting on with it. It might be lost in the mists of time, but the Conservatives used to have a target for clean power. It was for 95% clean power by 2030, but they never really talked about it much, and then they sort of abandoned it quietly. The truth is that they used to understand this. We have got to build the infrastructure and the renewable power generation.
