I am delighted that the Minister prays in aid my estimable noble friend Lord Deben. Three things are certain in life: death, taxes and the fact that he will disagree with his Front Bench. That aside, on safety, for the avoidance of doubt, the Supreme Court did not express a conclusive view about the risk of Article 3 ill-treatment of relocated individuals in Rwanda. That issue was not the subject of detailed argument at the hearing of the appeal. On the refoulement issue, the Supreme Court concluded that it was unnecessary for it to determine it. As such, the High Court’s determination that Rwanda was in general safe for individuals removed under the MEDP was not disturbed. That is the fact of the matter.
