I thank the noble Lords who spoke. As I said, we will come back to the issue of detention later, and it is helpful to have heard the arguments of the noble Lord, Lord Harper, and the noble Baroness, Lady Lawlor, because I am sure that the noble Lord, Lord German, in particular will take them on board when he comes to move his amendment later. I point out to the noble Baroness, Lady Lawlor, that no one is talking about people just roaming around, free to go where they like. I made the point that, in the pilots, there was no evidence of a reduction in compliance with UK Home Office directives. They are not just a holiday camp or something.
