32: After the long title, insert the following new Preamble— “Whereas it is intended to substitute for the House of Lords as it at present exists a Second Chamber constituted on a popular instead of hereditary basis, but such substitution cannot be immediately brought into operation:”Member's explanatory statement This amendment is copied from the preamble to the 1911 Parliament Act to highlight that Labour's plans for “an alternative second chamber that is more representative of the regions and nations” constitutes the same ambition for a popular basis for the House of Lords and that this Bill, like the 1911 Act, is another holding position because the intended substitution still “cannot be immediately brought into operation”.
