The universal constraint proposed will be significant on overloaded head teachers. It is a new burden that carries risks, because head teachers still have the job of creating a shared ethos, a positive culture and good behaviour in their schools and they will be more limited in the ways that they can do that. I echo the comments from the noble Lord, Lord Hampton, on the practicalities of a three-item limit.
