My Amendments 202C and 227A would deal with these difficulties. They would make it clear that the children not in school register does not apply to children who are in school on a flexi-schooling basis, precisely because their education is managed by the school. Secondly, my amendments would ensure that the local authority’s consent is not needed to put in place these arrangements, precisely because the school’s consent is needed, and that consent can be maintained or withdrawn at any time.
