The evidence is that home education is generally done well. As I have noted before, in 2023 only 1.4% of children educated at home got a school attendance order, yet 10% of schools in the UK were “inadequate” or were said to “require improvement”. So which system is actually failing here? But, yes, some home education will not be perfect. Some people will educate their children in ways I or other noble Lords would not. I do not know that the complex bureaucracy of the register provided for in Clause 31—and the huge amount of information it will generate for local authorities—will do anything about that in the small number of cases where it is a problem.
