Children’s Wellbeing and Schools Bill

Of course, it is and should be within the scope of state authorities to have specific and special records for children about whose home-schooling there are good reasons to have concerns, as there are for those in state schooling. But can the simple fact that a child is being home-schooled itself be seen as a risk? That is what I fear is happening. If not, that is very important, because home-schoolers feel that increased state surveillance of children and their parents implies that shift in relationship.
