I move from appointments to the panels to panel procedure. The amendments from the noble Lord, Lord Murray, include the proposal that it should be mandatory rather than discretionary for the voluntary assisted dying commissioner to issue guidance. I think it is a matter for the commissioner to make a judgment about that. Is guidance required? If it is, he should issue it, but it is for him to decide.
