The noble Lord, Lord Sandhurst, said on his Amendment 929A that the commissioner should have regard to the nature of the expertise required for particular panels. As currently drafted, paragraph 4(1) of Schedule 2 to the Bill requires the commissioner to determine the membership of each panel; he should obviously have regard to which particular panel members would be appropriate for each particular case. One does not need to go further than that.
