I move on to Amendment 494, in which the noble Lord, Lord Sandhurst, suggests that, where a panel thinks that a contributory cause of the application is public authority failure, it should be required to give a reference to that in its reasons. Again, that is not appropriate. The panel’s job is not to sit like a coroner does, but to see whether the eligibility criteria are satisfied. It is wrong to add further duties to it.
