In Amendment 483, my noble friend Lady Keeley suggests that face-to-face rather than remote should be the default setting and proposes very restricted circumstances in which the panel can sit remotely. Again, we discussed this previously in relation to face-to-face and I indicated my acceptance of the proposition that there should be some statutory regulatory process in which guidance is given about whether it should be face-to-face. I understand what my noble friend is saying and that face-to-face is better, but I think the previous indication I gave about a statutory scheme for that is the right course.
