In Amendment 462A, the noble Baroness, Lady Berridge, suggests that before it reaches a conclusion the panel has to be satisfied that the patient has been referred to a local authority designated officer. A local authority designated officer is normally somebody dealing with safeguarding in relation to children. Although I understand the motivation, I do not think that is appropriate.
