What cannot be relied on is an assumption that such evidence will simply emerge over time and be available for the Secretary of State to evaluate. If evidence is not currently available, it must be deliberately gathered through an appropriate research framework. This is what I propose in Amendment 713. The body best placed to oversee such a process is the MHRA, which already has the expertise and regulatory infrastructure to evaluate drug trials. My Amendment 711 would require that the commissioner work collaboratively with the MHRA to establish and maintain a list of approved lethal substances.
