My noble friend Lady Murphy raised, quite pointedly, the fact that primary legislation can change. The noble and learned Lord, Lord Falconer, said in an earlier debate that we as a Parliament cannot tie the hands of any future Parliament. It is important that, when we are asking questions about chain of custody, it is not referred to as carting drugs around. We need to be really clear what a chain of custody might be.
