Children’s Wellbeing and Schools Bill

Amendment 458 in the name of the noble Baroness, Lady Barran, would require all schools in England to ban the use of smart mobile phones during the school day. The Government’s Mobile Phones in Schools guidance already states that schools should prohibit the use of mobile phones throughout the school day, including during lessons, transitions and breaks. In many schools, it will certainly be the case that students do not access their phones during lunchtime and breaks; they are engaged in conversation and doing the whole range of other activities that noble Lords rightly said young people should have the opportunity to do in schools.
