Children’s Wellbeing and Schools Bill

In April 2025, the Office of the Children’s Commissioner published its report on children’s phone use and school phone policies. That report was based on a survey of 19,000 schools and colleges in England, providing national evidence about the adoption of school phone policies and any exceptions to them for children with additional needs. That research shows that the overwhelming majority of schools—99.8% of primary schools and 90% of secondary schools—already have policies in place that limit or restrict the use of mobile phones during the school day.
