What happens is that institutions that call themselves orphanages are set up, but they are not orphanages. When we think of orphanages, we think of a place where children with no parents are looked after because the state does not have any other way of looking after them. In this country and across the western world, we do not want to put children into such institutions; we want them to be in family-based settings; we want to make sure that they are fostered and that they have the right support. Orphanages exist around the world, but some of them are not orphanages and more than 80% of the children there are not orphans. They have been put into these institutions, which are not registered with the authorities or anything else, simply to raise money.
