Finally, I reiterate my concern about the provisions in the Bill relating to facial recognition, artificial intelligence and predictive policing, addressed in new clauses in the names of the hon. Members for Leicester South (Shockat Adam) and for Brighton Pavilion (Siân Berry). These technologies are not neutral: they are trained on biased data and deployed in biased ways that pose a very real threat to civil liberties and racial justice. Facial recognition has been shown time and again to be less accurate in identifying black and brown faces. Predictive policing draws on historically racist patterns of enforcement, and uses that data to justify further surveillance in the same communities. This is automated injustice and if we pass the Bill without proper guardrails, we will be responsible for unleashing technologies that entrench discrimination in ways that we do not yet fully understand and that those affected will feel for years to come.
