New clause 86 appears to misunderstand how operational control and deployment of police resources works. It makes no reference to the operational decision-making responsibilities of the chief constable, much as the Government have stipulated the redeployment of 3,000 officers without explaining how and where that will be implemented. Subsection (2) states:
