I turn now to the new clauses tabled by the shadow Minister, the hon. Member for Stockton West (Matt Vickers). He has tabled no fewer than 30 new clauses, which have given me a distinct sense of déjà vu given that we saw them in Committee, where I or my hon. Friends responded to them at length. I am pleased that he tabled new clause 130 for debate today—he made a powerful case for it. I completely acknowledge the importance of taking stronger action against the theft of tools from tradespeople and against the reselling of those stolen tools—a view that he and many other hon. Members set out. We know that it robs tradespeople twice, both of the value of their equipment and of the ability to earn a living.
