Last week, on 3 March, a conference call was held with the Chamber of Shipping. Now the big guns were lined up on the ridge. For the first time, HMT, DESNZ, DfT and DAERA were all on the call. The Government had introduced a new major argument: the importance of linkage and future CBAM exemptions to this SI. Had they told the Minister that they were going to do that? Why did they not inform the House of Commons at the time? This has become the key issue for the passage of this legislation in Northern Ireland, and it was not even considered in another place.
