The discussions between the EU and the UK Government regarding CBAM are, we are now told, intricately linked to this order. That I will accept, but reference to that or analysis of the consequences appear nowhere in the SI or the impact assessment before us. There is no way to legislate for ferry passengers to and from Northern Ireland or the Isle of Wight, or the ferry operator, in this context, because we simply do not know how much it will cost in the wider context of the entry into the European CBAM, or indeed exemptions from it.
