Before we move forward with this legislation, it would be helpful, with my noble friend Lord Caine sitting next to me, for the Minister to tell the House what ETS linkage would mean for Northern Ireland, to say whether the EU CBAM will apply to electricity, and to detail the action required under the Windsor Framework. Does he believe it will reopen debates in Northern Ireland and is that now intricately connected to this SI as a first step towards the much wider goals of energy integration with the EU? If so, this SI has been introduced without full government disclosure to politicians in Northern Ireland as well as in another place.
