Of course, it will be for another place to determine what should happen. We are doing our job in scrutinising the SI before us and we have found it wanting. I will advise my noble friends not to vote, in the expectation that this measure should be withdrawn as soon as possible and reintroduced with clarity as to what the implications are for those affected by this SI. We need respect for the union, and we need constantly to be reminded, as I know from having spent many years on the Delegated Powers Committee, that it is important that arguments for a statutory instrument are—I repeat—identical in both Houses of Parliament and in all home nations where applicable. They are expected to be consistent in substance and fact. The very fact that the Minister went on to talk about CBAM, which was never mentioned in another place and was never analysed in the impact assessment, is a classic case in point. It is vital for the management and the debate over SIs to be consistent in substance and fact.
