Lord Empey (UUP)

Speaking in the House of Lords on 12 March 2026

Debate

Greenhouse Gas Emissions Trading Scheme (Amendment) (Extension to Maritime Activities) Order 2026

Contribution

The noble Lord did not address the main point in the debate at all, or the fact that his document says: “The exact impact is difficult to quantify, given the lack of data about the contents of containers travelling between Great Britain and Northern Ireland”. That was not mentioned. This is not benign; if it were, there would be 100% reductions and everybody would literally be in the same boat. This will have no practical impact on reducing pollution, because it is an impossibility for the next 15 years.
