Fourthly, following what the noble Lord, Lord Scriven, alluded to, what performance and accountability measures will be introduced to ensure that these increased fees translate into improved regulatory outcomes and do not just cover extra costs? Many stakeholders have argued that higher costs should come with higher service standards, such as for turnaround times, transparency or guidance. I appreciate that these metrics are often very difficult to put in place and to measure, but can the Minister tell the Committee how this will be measured in terms of performance and accountability?
