Ministers first argued that they desperately needed the £500 million they initially said it would raise. Since changing the threshold, they have claimed they must have the £300 million they now say it will provide. “For what?”, one might reasonably ask. After all, if farmers are being asked to tighten their belts and pay extra tax, surely the Government have been exceptionally careful in their spending habits.
