My Lords, I will also speak to my other amendments in this group. Amendment 77 just asks the question: what is the effect of “and others” at the end of Clause 6(2)? Is it just to enable the insertion of Clause 6(3) or does it have wider implications that I have not noticed? Amendment 78 is to encourage good and improving practice by making sure that what is being done is published so that it can be assessed and criticised by the local electorate, and there can be a stimulus for doing better. Amendment 81 enables the Secretary of State to enlarge on that by specifying the way in which local authorities should report on the educational achievements of children in need of or in kinship care—again, with the objective of making sure that the information is out there against which the local authority will wish to report improvements.
