In 2022 the National Audit Office was highly critical of the department’s performance in planning, preparing and managing the project to date. It was particularly anxious about the management of the project and the unexplained escalation in costs. It noted the promoters’ failure to consider any alternative site or to consider the risks and litigation that have arisen. All this got a complacent response from the department—that all was well, with no changes in management and no transparency.
