The NAO report showed that nine bodies under the Secretary of State will have input into the management of the project. It involves the Cabinet, the Treasury, three advisory boards, an investment sub-committee and a charitable fundraising arm, chaired by Sir Gerald Ronson. We have heard nothing from any of them. What is missing is a delivery board and regular reports on expenditure.
