It is probably a timely reminder that this House does not decide whether or not this is built; it decides whether it is possible for the planning process to move forward in order for it to be built. I hope my noble friend will forgive me if I correct him, because I was in the room when the decision was made—I was a junior member, but nevertheless. In the decision to move to Victoria Tower Gardens, it was always the view to have both buildings together, the memorial and the learning centre. The learning centre was not an afterthought by any degree.
