Forecast costs for completing the programme through to opening, as set out in the National Audit Office letter of 24 March 2025, stand at £146.6 million. Those costs rest on assessment by professional cost consultants of the design that is the subject of our planning application. They take account of the costs of excavation, archaeological investigations, basement construction and all the necessary components of the memorial and learning centre, including measures to comply with all relevant standards concerning fire, flooding and accessibility. They include provision for expected inflation.
