We welcomed the National Audit Office’s July 2022 report on the project and addressed all its recommendations. The National Audit Office recognised our challenges in managing cost pressures in the context of inflation across the construction sector and in the disappointing delays arising from the opposition to the planning application. The NAO also recognised that governance arrangements are in place, that the strategic benefits of the programme have been clearly identified and that specialists with the necessary skills have been recruited to the programme. It is important that we retain oversight and control of programme costs. The programme is part of the Government’s major programme portfolio, with a designated senior responsible officer accountable to the Deputy Prime Minister.
