I have visited the Washington memorial and it is very impressive. I listened carefully to my noble friend Lady Blackstone but I did not quite follow the threads—we are going to build something on the top but we do not want to damage the gardens. I do not particularly want to damage the gardens, but I think it is the right place. It is the right place politically. It is the right place not just for a memorial but for a learning centre.
