The amendment that the noble Lord, Lord Russell, and the noble Baronesses brought forward seeks to prevent the construction of a Holocaust memorial and a learning centre underground. The Government are committed to the current proposed design, which includes an underground learning centre, so the effect of this amendment would be to kill off that design. A new design and planning application would be required, introducing uncertainty and many years of further delay, as well as additional costs to the project.
