On the means of escape from fire, flood or other disaster, I assure noble Lords that these risks have been fully considered as the design has developed. There will be measures to reduce the risks, as well as design features—including a secondary means of escape —to mitigate the consequences of any incidents that occur. It would be inconceivable that any modern building could achieve planning consent without proper consideration of these risks and suitable provision incorporated throughout the proposals. The risk of flooding was looked at in great detail at the public inquiry, as part of the statutory planning process.
