I will speak directly to the questions asked by the noble Baroness, Lady Laing. Her first question was: why underground? It is so that it can be with the memorial in Victoria Tower Gardens. We do not want to build an overground learning centre in Victoria Tower Gardens, but we do want the learning centre to be next to the memorial. Her second question was: where can people pay respects? The courtyard in front of the memorial is likely to be the place that people choose for contemplation. We also expect to create space within the learning centre for contemplation and reflection. Her third question was: why has the model has gone back to the architects? We were given permission by the House authorities for only four days.
