There seems to be this idea that the Government are the applicant and the Government decide, which simply is not true. It is a well-established process, which is taken very seriously. I was Planning Minister for five years and David Cameron never told me what to do. I can remember Michael Gove being very angry with me when I turned down some houses because I wanted to protect the environment. One takes that process seriously.
