We have had the advantage of getting advice from the CST, a former commissioner and existing senior police officers. It is not unreasonable to look at the balance of those things. I do not think that voting against the amendment of the noble Lord, Lord Carlile, is voting against the legitimate questions he is asking; I just feel that we can arrive at this through a different route.
