If you are like me, you will look at the evidence—I have spent my life looking at evidence. What I learn from the evidence is based on experience. The past is very important, though we often remember it inaccurately, but the future is even more important, even if we remember the past inaccurately in deciding how to shape the future. If we have a proper way of allowing Parliament to decide on the security of this process before any Bill becomes law, we will be taking our constitutional responsibility seriously.
