Holocaust Memorial Bill

I am not going to go through all the speeches that were made, but I would say to the noble Lord, Lord Harper, that placing a learning centre elsewhere would reduce the risk. The risk—to adopt a phrase from a great Conservative leader—would be a double whammy, if the learning centre and a static memorial were in the gardens, for the terrorists, who could have a reasonable chance of damaging Parliament, as well as a Jewish memorial in Victoria Tower Gardens. That is not necessary, so why do we do it?
